Pension Fund Took Over 39 Payments: Who Has Been Affected by the Changes since July 1.


On July 1, 2025, an important reform of the social benefits system started in Ukraine. Now, the Pension Fund takes on the functions of providing 39 types of state social assistance and scholarships that were previously provided by local social protection authorities.
Among the recipients of support from the Pension Fund are internally displaced persons, victims of the Chernobyl disaster, families with children, and other socially vulnerable groups.
Full list of social payments transferred to the Pension Fund:
Assistance for displaced persons and victims of radiation accidents:
- Monthly housing assistance for internally displaced persons
- One-Time assistance for citizens evacuated from the Chernobyl Nuclear Power Plant zone
- A set of compensations and assistance for participants in the liquidation of the consequences of the Chernobyl disaster
- Annual assistance for rehabilitation for victims of radiation exposure
- Compensation for subsidized meals for Chernobyl victims of the first and second categories
- Assistance upon dismissal, transfer to lower-paid jobs
- Payment for additional vacations and allowances for employees from the exclusion zone
Support for families with children:
- State assistance for the birth of a child
- Assistance for children of single mothers
- Assistance in connection with pregnancy and childbirth
- Assistance for adopting a child
- Support for large families
- Assistance for children under guardianship or custody
- Assistance for children with severe illnesses without established disability
Social assistance for vulnerable categories:
- State social assistance to persons without pension rights
- Assistance for persons with disabilities and to care for them
- Assistance for low-income families
- Temporary assistance for non-working elderly persons
- Social scholarships for students
Transparency and Efficiency
Maintaining the continuity of payments and improving the process of assigning assistance are important aspects of the reform. All recipients of social support will continue to receive it in the established order. Unresolved applications will be reviewed by the territorial bodies of the Pension Fund.
Three resolutions of the Cabinet of Ministers of Ukraine from June 2025 detail the mechanisms for assigning and paying social assistance through the Pension Fund. This centralization is aimed at increasing the efficiency and transparency of the country's social protection system.
